PROPOSITION C (Missouri Patient Care Act)
Some of the illnesses specified in language are cancer, epilepsy, glaucoma, intractable migraines unresponsive to other treatment, multiple sclerosis, PTSD, and seizures. It contains a provision allowing “any other chronic, debilitating or other medical condition…” at the professional judgment of the physician.
No mention of cardholder fees as of yet.
Businesses must be vertically integrated meaning medical cannabis centers much produce their own flowers and vaporizers. Cultivation facilities will only be allowed to sell up to 30% of its inventory to another vendor. Also, local governments will have the ability to deny any cannabis business a permit in their municipality with a 2/3 vote of local residents which is upheld for 5 years. As a Proposition instead of an Amendment, the state and local government can manipulate the language and make changes they deem necessary.
